Tilted Mill developed Caesar IV, but as far as I know, the Caesar copyright was held by Sierra/Vivendi and they are now. I was never as keen on the modern Sim City builders and the Sci Fi setting of the other Anno games on Steam doesn't seem very appealing. What I liked about them is the historical settings. However they are quite old now, so there should be something a lot more recent. I used to be a big fan of the Impressions Games city builders Caesar III, Pharaoh, Zeus and Emperor and still consider them them my favourites. I thought I'd ask for more city builder recommendations before the sale ends.
If you want vanilla experience with visual and UI improvements, or want to use save files in base Caesar 3, check Julius. Banished seems decent but I don't really like it's map generation much. Augustus is able to load Caesar 3 save files, but not the other way around.

The Empire Level Map allows you to select your new assignment and provides an overview plus additional background information for your mission. Anno 1404 has been really fun although I'm not too keen on the missions with other active AI players. Caesar IV is played entirely on the City Level Map.
With the current Steam sale I've picked up Anno 1404 and Banished.
